How do I enable Tools, Options in Access 2002?

I have Office XP and on opening Access, i.e. setting up a new table, I am
unable to access Options, which is under the Tools Menu. Can someone tell me
how I can override the default setting that has disabled this feature?

Do you have a database open, or have you just started Access, without
choosing a database?

AFAIK, you must have a database open.

Thanks for your response Douglas, I don't think I had a database open, just
the application. I will check this again this evening.
