I presenting an offer to an Architect , on the cover sheet is an imported
image his planned home that I scanned. It shows the crop lines (a rectangle
around the image) I would like to just place this image on the proposal with
no crop lines. How do I do that in word?

If these crop marks are an integral part of the image you can't "edit them
out in Word. You'd need to open the file in a graphics editing app such as
Photoshop, the free IrfanView, or some other that can actually open - not
just display - the picture file.

The primary options in Word are to select the image & use the Crop tool to
reduce the size of the "container" the picture is in to effectively hide the
peripheral areas or use one of Word's picture formatting or drawing tools to
create a phony border to hide the edges of the image. The choices &
specifics vary quite a bit depending on version of Word.
