How do I export unicode int'l characters from Notes to CSV file

I just moved from previous version of Outlook to Outlook 2003.
I use international characters.
Outlook is running in Unicode mode against the MS Exchange server.
What I noticed is that when I export my Notes into CSV windows file, all
foreign characters are replaced with question marks in the file. At the same
time I don't have any problems seeing them in the Notes in Outlook.

It looks like my Notes are in unicode format and during export foreign
characters are just converted to '?'. It worked differently in the previous
version of Outlook where I could read the generated CSV file in an editor.

I also noticed that some older entries show up in a different coding for my
native language (RUSSIAN) so I can't read them properly in Outlook
(Example:Ìàêñèì). But If I copy such a non-readable string into a Note, I
still cannot read it but if I then export to CSV file, these characters can
be normally read (МакÑим).

Language for non-Unicode programs is set to Russian
