How do I fill a sum formula for for quarters into adjacent years

I want to take the sum formula for quarters for a year and fill it
horizontally for each additional year. However the cell refrences only moves
over one column, however I need it to move over 4 columns to sum correclty.
Is there an easier way to do this than going back and manually fixing the
refrence that sums up each quarter for a given year?

Try

=SUM(OFFSET($B$3,0,4*(COLUMN(A:A)-1),1,4))

Where B$3 is the cell with the 1st quarter of the 1st year
