How do I fix a problem with my Outlook Express 2003?

Im having a major issue with my Mircosoft Outlook 2003. I can not send or
recieve e-mails through the program. I am using bellsouth DSL and I am using
Outlook 2003 with my bellsouth e-mail. I attempt to re-install thee program
or fix the problem. The box says program not responding. The Outlook program
states some type of problem with the parameters and another message regarding
the library. Then the program tells me to reinstall or start the program if
the problem persist.
The outlook program works under a different user on my laptop (Dell Inspiron
8600), but not on this one. (I have 2 users on my computer.)
Please help me.
