How do I fix account for sending e-mail to be Exchange only

I have two e-mail accounts. First is Exchange Server account and seconde is
POP3 account.

When I received e-mail from Internet and would like to forward to some
people in Exchange list , OUTLOOK2003 always set direction to POP3 chanel
automatically.

How do I fix my account to be Exchange alway when I forward or replay the
e-mail?
