How do I fix get appropriate permission to perform send/receive ?

Outlook 2003, Windows Vista getting message on trying to Send/Receive:
You don't have appropriate permission to perform this operation. I have
recently migrated my Outlook from a Windows XP platform. It initially was
working except for hanging at the end of importing. I found documentation
suggesting Windows updates for Office. The first attempt Office 2007 went on
as a trial, I uninstalled this, now Office 2003 is back. I then installed
the updates for Office 2003.

If you exported a .PST on XP and then imported that .PST into Outlook on
Vista, there is a very good chance you corrupted your Outlook profile. The
Export/Import .PST function in Outlook is broken, has been for some time, it
loses data and normally causes profile corruption. Instead, close Outlook
on the XP machine and make a COPY of the .PST file. Take the copy to the
Vista machine and put it a folder where it will NOT overwrite any existing
..PSTs, make sure the copy isn't set Read Only, open Outlook on the Vista
machine, then OPEN the .PST copy using 'File|Open|Outlook Data File'. You
should create a new Outlook profile on the Vista machine first, on the
chance that it was corrupted by the import.
