How do I fix my rules in Outlook?

I have formatted rules in Outlook 2003 to prevent spam e-mails from getting
through. These e-mails seem to be coming from people who buy the list that
has my address. They are different addresses but have a few words in common
somewhere in the subject or body. I have listed these varied rules and can't
seem to have them all filtered. I have an e-mail that just came through with
the exact rule in the subject. When I started the rule wizard yesterday, it
was giving me a message saying something like I didn't have the access to
this rule. I am the owner and only user of this PC. However, I am not
getting that message today.
Can anyone help me with this?

Don't use rules to fight spam but use the Junk E-mail Filter instead. Set
the level higher and see how much it catches now.
