When you're in the Library, you're not connected to your home network and no
ISP will allow you to use their SMTP server if you're not physically
connected to them. You either need to use the SMTP server operated by the
ISP that furnishes the Library their Internet service, determine from your
home ISP if they have a special way for you to connect to the SMTP server
when away from home, or use a national email service like Live mail, GMail,
etc.
