Hi Macropod,
The F Lock was off so the alt-F9 and ctrl-F9 where not working...
Now that I figured that out my field looks like this:
{ MERGEFIELD Annual_Billing_Rate \# "#.###%" }
When I insert the second set of brackets via ctrl-F9 and type in the correct
equation and then do alt F9 my results come back blank. Any idea what I'm
doing wrong?

Word 2007 is no different in this respect. The error message suggest you haven't followed the instructions correctly.
Try this approach:
.. select your mergefield, which will look something like «Amount»
.. press Ctrl-F9. You should now see something like { «Amount» }
.. edit between the field braces so that you get the equivalent of {=«Amount»*100 \# "0%"}
.. run your mailmerge
