How do I format a handbook Table of Contents?

This is a lengthy Table of Contents. Near the end, when I auto-format, the
line-up if off and the index numbers are bold. There is inconsistency in the
table. Help!

AutoFormat, if that is what you are using, seldom produces satisfactory
results. If your TOC is generated by Word, it will be formatted using the
TOC styles.

How are you creating your TOC? Is Word generating it or are you typing it?

Which version of Word are you using?
