how do i format an e-mail that i'm forwarding into html?

To change my html/rich text/plain text e-mail: I've looked for edit / edit
message and for tools / options / mail format tab and am not finding either
of those. I'm running.

I'm running Office Outlook 2003 (11.8217.822) SP3

On the Outlook Main menu.

Click Tools , Options then the Mail Format tab. The first item at the
top is "message format"

Select an email and click on Forward. When the message form appears you will
have a choice to format the message {including the part that is being
forwarded} as HTML, Rich Text or Plain Text.

In Outlook 2007 the choice is under Options in the message form. I do not
recall the menu option where the selection is located in Outlook 2003; but
it is there once you have the message form.
