how do i forward an e-mail?

I have one new employee, that can not forward a fax from a public fax folder,
but can forward e-mails from his e-mail account? Here is the error I keep
getting.
You do not have permission to send to this recipient. For
assistance, contact your system administrator.

:all employees are set up as owner to the public fax folder and the incoming fax folder.
