How do I free rotate WordArt in Word 2002

In Word 2002 WordArt objects have black handles therefore they aren't drawing
objects so don't have a free rotate handle, and free rotate on the Draw menu
is not available.

You have to change the wrapping from In Line With Text to some other style.
