How do I get a stationery photo to show up in Outlook's reply.

Using the stationery feature in Outlook, I can have a photo in the email "new
messages" and I can see it when I email someone, but the same phone will not
display in the reply email when I "reply" to someone.

I have my email set to HTML. I've tried everything to get this to work and
have run out of ideas.

Your stationery is only used on new messages. Replies use the sender
stationery or format.
