HOw do I get a toolbar on Windows for outlook

I used to have a black toolbar on my computer with outlook icons and commands
for adding appointments and notes and contacts.... This toolbar was there
even when the outlook program was not running or open. For other reasons I
had to reinstall my windows and reinstalled my software, but now I do not see
this tool bar or any option to turn it on at all. Once again it is not the
tool bar that is in the program itself. I can adjust that toolbar in the
program, but the toolbar I am talking about was running all the time just
like the blue start tool bar from Windows XP on the bottom of my screen. the
only difference between this toolbar and the windows toolbar on the bottom
was that the outlook toolbar was black and was on the side of the screen. I
was even able to get it to hid until I moved my mouse to the side of the
screen.

I liked it so much and I want to have it back

Any suggestions

I am using Outlook 2002 SP3 . I do not think it is the full Microsoft
office because this outlook program came with a Garmin GP3 PDA .

When I first installed it it had the tool bar I described above. Then for
other reasons I had to totally erase and restart windows. I reinstalled all
my software the same as before but when I reinstalled my PDA Active Sync disk
and its outlook 2002, it no longer has this tool bar.
