How do I get a Word document to resize when frames resizing?

I generated a Word document using Crystal Reports 10. The output is all
frame objects. The document does not resize when I stretch the frames. I
have to add items to the frames. If I remove the frame, the formatting
becomes problematic and I generally end up with a lot more white space
between the end of the text from the frame and the next frame, or the next
frame is overwritten by the text.

Don't use Crystal Reports. Generate the document using code, either
automating word, as RTF or, if this is Word 2003, WordProcessingML.
