How do I get an explanation pop-up when selecting a Visio object?

Visio has the ability to pop up tooltips when hovering over a shape. You do
not need to select the shape for this effect.

In Visio 2003 go to Insert > Shape ScreenTip. In Visio 2002 this was called
Insert > Comment.
