You'd need to be using Word as the email editor, in which case, it should appear on the View | Toolbars menu.

Thanks Sue,

I looked into Tools/Options/Mail Format/
and underneath Message Format, and a section that says:
Compose in this Message Format: HTML, Rich Text, Plain Text, there's a box
that I could check that says: Use Microsoft Word 2003 to edit email messages.
However, the box is grayed out, so I cannot select it. Is it protected
somehow? How do I get the box open for me to check it?

If you are not using Word 2003 or if your network administrator has disabled that feature, you will not be able to use Word as your email editor.
