how do i get english default on japanese operating system

i have japanese xp with english office 2003 installed. when i use outlook
and start a new message (also in word) the program starts up ready to type in
japanese and i have to turn off the japanese to type in english. i am trying
to figure out how to set office up so that when i press new message (or reply
etc) or start a new word document, it automatically opens ready to work in
english font rather than having to turn off the japanese to type in english.

Open Microsoft Office 2003 Language Settings
Start > Programs > Microsoft Office > Microsoft Office Tools >
Microsoft Office 2003 Language Settings

then Set English in Choose the language that defines default behavior in microsoft office Applications.

Also set defailt input method to english in Windows,
Control Panel > Regional and language Options > Languages tab > Details in Text and input Languages section > Settings Tab > Default

also in set Outlook 2003
Tools > Options > Mail Format > International Options > Encoding Optiopns >
Preferred encoding for out going message > English
