Word 2008 doesn't have the Header/Footer toolbar used in prior versions.
Instead, use the Formatting Palette in the Toolbox. When you're active in a
Header or Footer there will be a group of features available there. The
features you're looking for are there.

In Publishing Layout, I want to set the page numbers to alternate, left on even, right on odd. My "insert > page numbers" menu choice offers right, left and center, so what I'm doing now is selecting "left" and on my 'odd page master' I'm dragging it to the right. This works but there are no guides to make sure my positioning is accurate and it feels like a hack.

I haven't fully tested this but it seems to work in a quick trial here...
Assuming you have set the Format> Document - Layout - Headers and Footers to
"Different Odd & Even". In the Master for your Even pages select the Frame
containing the page number, Control/Right+Click it's edge & select Format
Frame in the contextual menu. Then change the Horizontal Alignment to Left
Relative to Margin rather than Right.
