How do I get my shortcuts to stay on the Quick Access Toolbar?

I have added shortcuts to my Quick Access toolbar, but they dont stay after
the computer is turned off or I log off. Does this happen to anybody else?

MS Excel saves the Qucik Access Toolbar setup in a file named Excel.qat in
C:\Documents and Settings\<username>\Local Settings\Application
Data\Microsoft\OFFICE\Excel.qat. Please check whether this file exists. This
file is created once you customize your QAT..
