How do I get Office 2003 to recognize all Chinese characters - it.

I have activated both Traditional and Simplified Chinese in my Office
settings, but some characters are still not recognized. I think I have to
download the Office 2003 IME for Chinese, but I can't find it, either. Any
suggestions?
