How do I get outlook to permit web links in emails

FOr some unknown reason I now cannot click on a link in an email to a
website. I get a message ... this operation has been cancelled due to
restrictions placed on your computer. Contact your system adminstrator.

I don't knwo how to resolve this. I use the latest version of outlook 2007
and windows XP SP3

Please help me? thanks CvB
