How do I get pass haulted download at media active x controls?

I wanted to download templates from Office Online's website. I attempted to
download a template but was haulted at Media active x controls. Please advise
to advance the download. I have Windows XP pro and Office XP installed.

Put Office into your trusted zone.
In Internet Explorer, tools, Internet Options, security tab, highlight trusted
sites, click sites button, clear "Require server verification (https:) for all
sites in this zone." Type http://office.microsoft.com into the Add this
website...

Clear your temp cache, in IE, tools, Internet options, delete files.

Is your firewall keeping you from downloading ActiveX?
