How do I get permissions to change outlook bar

When I go to add or change a shortcut on the Outlook Bar I recieve a message
that says "...You don't have appropriate permission to perform this
operation." I use to be able to do this and now I can not. How do I gain my
permissions back so I can configure the Outlook Bar.
