If you can't get the prompts to show on any masters on all the stencils
included with Visio, you might try repairing Visio to reset it to its
default settings. There should be a "Detect and Repair" command on the Help
menu. Select the option that restores default settings (you'll probably have
to select this checkbox -- I don't think it's checked by default).
As a last resort, if you feel comfortable in the Windows registry, you can
check to see if one or more of Visio's screen tip settings in there is
turned off. This article details the Visio 2002 registry settings (it's part

In particular the "TipsEnabled" setting, which is listed in the article,
functions as kind of a master switch for all screen tips and they won't
display if it is set to 0 instead of 1. I don't know how it could have
gotten turned off, but it's something to check. You will first need to add
all Visio entries to the registry by going to Tools > Options, Advanced tab
and checking Put all settings in Windows registry.
