How do I get Reviewing toolbar to stay Final and not show?

I have asked this several times with no answer. I have also seen a similar
question with no answer. I do not want the Reviewing toolbar to show. It
shows and always has the "Final Showing Markup" as the default. Once in a
"blue moon" the toolbar will not show but the editing comments are showing.
HOW DO I GET THE TOOLBAR TO STAY ON "FINAL" AND NOT SHOW UNLESS I WANT IT
TO??? PLEASE HELP!! This is interferring with documents I e-mail; I will
have the Reviewing on "Final" but when the recipient opens the document it is
on "Final Showing Markup".

It's by design the the default view is set the Final showing markup for the
very reason you state - even though you set the view to final when you email
the document to someone else they view the comments or revisions. The View
only hides the comments or revisions. The recommended solution is to remove
comments before emailing and accept or reject changes.
You can make a copy of the document without revisions or comments and email
the copy.
