windows phone and modem settings control it, not outlook.
The following work for me:
1. Never, ever click the number button beside the number field on the
contact (Business... etc) - view the numbers only in the contact form. If
you click the button the +1 is added, otherwise its just formatted as (202)
234-5678.
2. If you click the button, you need to manually remove the +1.
3. If you never use the dialer you can disable the dialing service in
windows then the numbers won't be formatted - they will display just as you
type them in.
