How do i get ride of a second "standard" tool bar in Outlook 2000

In a received email I have two standard tool bars. Going to View, Tool bars,
there are two standard tool bars listed. Neither can be deleted and both
always show up in the email message.
What can I do to get ride of the second tool bar?

After furious head scratching, svtdriver asked:

Outlook 2000 and not using word as message editor.
I had outlook 2000 installed on another drive also and I executed it with my
same .pst file. The result was the same. 2 standard tool bars. Must have
something to do with my profile?
