How do I get skills to show in Portfolio Modeler Skill Profile dro

How do I get skils to show up in the portfolio modelers skill profile
dropdown? Will this work if I am using a multi-value resource outline code
for my skills. If so how do I get them to show up in there. I have never been
able to get this to work.

Define single-value skill codes for use with the modeler. The modeler can't
make a decision on which skill to use for a resource.
