how do I get the menu bar back on top of page

My menu bar is at the bottom of the screen with the start button, how do I
get it back to the top with the standard and formatting toolbars?

Can you not click select it and drag it back into position within the Word
window?
This is for 2003 and prior, maybe different for 2007.

Select it by the handle (the four dots at the left edge) and drag it back to
the top.
