How do I get the rotate function to show up

When i go under draw, then rotate, the functions are not highlighted to
choose an option.
I need to rotate writing .

Draw> Rotate can only be used to rotate objects such as AutoShapes, pictures,
or WordArt.
To rotate text, use Format > Text Direction.

The following is from Word’s help:
You can change the text orientation in drawing objects, such as text boxes,
shapes, and callouts, or in table cells so that the text is displayed
vertically or horizontally.

1. Click the drawing object or table cell that contains the text you want to
change.
2. On the Format menu, click Text Direction.
3. Click the orientation you want.

The rotation buttons will be grayed out (not available) if:
1. You don't have a picture or drawing object selected, or
2. The picture or drawing object is not formatted as "float over
text" (Word 97), or it is formatted as "inline with text" (Word 2000,
2002, and 2003).

You can change text direction from horizontal to vertical in a text box
or table cell, but you cannot free-rotate text unless you convert the
