How do I get the scroll wheel to act nice in the horizontal plane.

I am using Project, looking at the Ghant view.

When I hold the ctrl key down, the scroll wheel zooms in and out
horizontally as expected, except the center point is not constrained to the
mouse cursor. When I zoom in I end up in a way different place in the view
than I would expect.

Is this by design? Am I expected to use the silly scroll bar at the bottom
of the pane? I am really annoyed by this, and consider it a defect.

That's what the Finger button in the menu bar is for. Just select the task
you want and click on the thing that looks like an index finger pointing.
That'll take the Gantt Chart to that specific task.

Does the Project developement team read these forums? I have a serious
hatred for this horizontal zoom/scrolling/movement.

1) Why when I zoom in does it jump straight from 49 days to 5 days. I can
understand issues like getting even pixel spacings, but that is not the
constraint programmed here. I should have at least 4 more "steps" between
these zoom levels when mouse scroll-wheel zooming.
2) Why does the mouse scroll-wheel zooming not center at the mouse pointer.
3) If I have a key modifier that allows the scroll-wheel to zoom
horizontally, I should also have another that allows a horizontal scroll.
Ctrl+Shift, for example.

It's these simple touches that really make a program usable.

That said, other aspects of MS Project seem nice. I'm just having trouble
fighting the gantt view which is really making the experience a drag.

Why not tell Microsoft directly through: http://office.microsoft.com/en-gb/project/default.aspx?ofcresset=1 - see the feedback link bottom right.

I'm under the impression that if I can appeal to the developers, it will get
done. If I talk to generic web forms, it will get burried in a heap,
ignored, etc.

What I really want to know is who do I talk to in order to get the gears of
change turning quickly.

Sorry if I am being a pain, but you know that whole thing about the "squeaky
wheel."

I appreciate the fact that I am actually getting a response.

Well... I appreciate your scepticism, but Microsoft personnel are not avid readers of any of their newsgroups, so you're very unlikely to get any response from them here. The feedback loop I suggested is the only route for those outside Microsoft.

Just to be crystal clear, you are not talking to employees of
Microsoft here. We are volunteers who are long time users of
Project and freely offer our advice on how to use Microsoft
Project. None of the "regulars" here are on the development team
at Microsoft -- although most of us have made "appeals" to
developers through the years -- with varying degrees of success.

As I am sure you know, the development team is deep into working
on the next release of Project 2010. The Project 2010 is a major
redesign of the Project product -- so they are very focused right
now on getting those new features to work well.
