How do I get the tab button to promote and demote in an outline?

For some reason a setting in Word has changed and the tab button will no
longer promote and demote in an outline. Thus i am forced to use the mouse
and click the button in the toolbar. Please help me. This is driving me
CRAZY!

In the menu, choose Tools - AutoCorrect Options - AutoFormat as You Type
tab, enable "Set left and first-indent with tabs and backspaces".
