How do I get the taskbar on top in presenter view

When I go to presenter view, it fills the screen of my Primary Monitor. To
see the task bar (for editing etc purposes) I need to pull the Presenter View
screen down a little from the top them the task bar appears at the bottom of
the screen. This is important as others run the computer for me at times &
it needs to be very easy. It used to happen as I wanted before the video
card was changed. It is now Raedon 9200.

You have me a bit confused,

When you are in presenter view, you can't edit PPT. Am I misunderstanding
you?

When preparing a presentation in presenter view, I can click the file icon to
bring the normal view to the front of the screen, edit the slide and watch
the changes on the 2nd monitor as it remains in 'slide show view'. During a
programme, it is reassuring to be able to see what files are open etc for the
rest of the programme and open/close others if necessary while PPT is running
in Presenter View on the primary monitor and 'slide show view' on the 2nd
monitor. Not being able to see the task bar (without tweeking the presenter
view bar) has only happened since we changed video cards
