How do I get this hotfix?

I read about a hotfix to solve the problem with summary task values not
rolling up properly rolling up. Its explained in KB article 887801 but there
is no download available. Is the only way to get this hotfix to pay MS for
support? Is there download site for hotfixes like this one?
