How do I hide the Site Actions menu for all Users?

How can I prevent all Users except Web Administrators from seeing the Site
Actions menu in PWA? I have a Project Server installation in which all Users
and Permission Levels except for Reader are seeing the Site Actions menu. I
have not been able to figure out what SharePoint or PWA permissions are
controlling the display of this menu.

This is an issue with the SharePoint group permissions, not the PWA
permissions. Out of the box, SharePoint group permission give too many
rights to the standard users via

1) Go to Site Actions>Site Settings>Advanced Permissions>Settings>Permission
Levels
2) For Project Managers (Microsoft Office Project Server) remove the first 8
permissions under the "Site Permissions". Everything up to but not
including "Browse Directories"
3) Do the same for Team Members (Microsoft Office Project Server)

Jonathan, I appreciate the response. The first 8 permissions under Site
Permissions are already unchecked for both Team Members and Project Managers
(Browse Directories is also unchecked), yet Users with those two Permission
Levels are still seeing the Site Actions menu. Anything else I should look
at. Is database corruption a possible culprit here?
