Outlook 2000 doesn't support colored labels - you'll need to upgrade to
ol2002 or 2003.

About upgrading, if you are a student in a post-secondary institution or
know a student, you can get the full version of Office 2003 from many student
software sites or from your local university or college.

Microsoft provides full versions of Office to students and teachers at
HUGELY reduced prices (but without manuals) as long as you are, or your
student is currently enrolled full time at an accredited school.
