How do I hyperlink to applications and documents in IIS?

Using Office 2003 on XP Pro with IIS, SQL Server Express, VB.net Express,
and VWD Express

I can open word documents from a hyperlink if the HTML document path looks
like:
C:\anything\mypage.htm
but in IIS the links do not work if the HTML document path looks like:
http://localhost/mydoc.htm

I already looked at the old
http://support.microsoft.com/default.aspx?scid=162059
but translating that into Office 2003 presents a problem because registry
items have changed with the newer versions of Office.

Where might I find instructions on how to open applications and documents
from HTML hyperlinks within my IIS localhost website pages?

This was posted this in inetserver.iis with no response, maybe because the
registry is involved.

The idea was to make a book, including a table of contents, that categorizes
knowledge resources, so that when working on any given project they would be
logically grouped and readily available. The idea is to be more optimal
than Explorer and Search, but less dependent on sophisticated program
maintenance (endless recoding).

I am able to code VB as a beginner, most web languages except ASP and J#,
and MS Access as an advanced user (application builder, but not enterprise
level). Does anyone have a solution, or an alternative for what is basically
making web pages of links and shortcuts under IIS on XP Pro? I thought this
would be a very common use for the technology.
