How do I import an Outlook file from a Windows 98 environment

I have Office 2003 on a new computer. On my old Windows 98 computer, I have
burned my Office XP Outlook.pst file on to a CD. When I go to import it to my
current Outlook, I get the message File access denied: you do not have
permission required to access D:/Outlook.pst.
