How do I import emails ex old hard drive to Outlook on new drive

I have a new computer to which I have attached my old hard drive via a usb
port.
How can I import all the old emails from the old drive into Outlook on the
new computer

You don't import. You look for a pst file on the old HDD, (usually called
Outlook.pst unless you gave it another name) and open it in Outlook.
