How do I insert a jpeg picture into an Outlook message?

So many people can't open attachments, so I'd like the jpeg to just be in the
message and not an attachment that needs to be opened. This would also be
helpful with pdf files.

You can do some of what you want by setting the mail format to Rich Text.

However in the end, the success of this method is dependant on the e-mail
client that the mail recipient is using - something that you may have no
control over.
