How do I insert a PDF file link onto a FP 2003 page?

I used the MS Office Online help for inserting a PDF file onto a FP 2003
page, but it didn't seem to accomplish what I was trying to do. How can one
insert a link that opens Adobe Acrobat and downloads a PDF file on the user's
end?
