How do I insert HTML Code Fragement in Publisher 2007?

I have looked through every menu options.... to find "Insert HTML Code
Fragement" but i could not find it. Can anyone help me to locate or is there
anyother way of inserting HTML code in Publisher Page.

First you have to be editng a Web document then Insert HTML is on the Insert
drop down.

Various operations are only visible in documents they apply to.
Instead of just greying out inactive operations they have been removed
altogether.
