How do I install a fresh copy of Outlook?

I wish to create a new fresh installation of Outlook 2003. I have tried every
other method to create a working copy with my old emails intact. (Creating
new pst and importing does not work, somewhere along the line I have
corrupted the existing copy. It seems to have something to do with 1997-2002
files) When I create new pst, importing (2007 exported pst file) causes
Outlook to stop working.
Any advice?

Uninstalling / reinstalling OL rarely cures a problem and does not impact on
either the data files or the Profile.
Importing / Exporting native OL data is not the best way to move / reconnect
old data.
Use the Mail applet in the Control Panel to create a new Profile - don't
copy - add the account & new data file. Test the accounts.
Use scanpst.exe on your old data files, if it repairs any err's run it again
until no err's are found
Then in OL, File>Open>Data File.......browse to & open the old data file
If scanpst cannot repair your old data file, or reports it as unrecognisable
then your method of creating it caused unrepairable corruption
( search to include hidden for scanpst.exe)

You are not specific enough in your post to give direct advice.

Depending on the size of your pst-file, importing a pst-file can take a long
time and make Outlook seem unresponsive.
What's with all the importing and exporting? Simply directly connect to it
by File-> Open-> Outlook Data File...

Why does that "seem" so to you? Also, describe "does not work", what happens
when you try?

When I "Open Outlook Data File" Outlook stops working and re-starts.
When I Archive I get "Error while archiving folder "Personal Folders" in
store "Personal Folders". You are attempting to archive your data to a
Microsoft Outlook 97-2002 Personal Folders File (.pst) which is ...etc. etc.

I have tried creating new files & profiles, but being a mere "User" I am
caught in ever decreasing circles that only have one result.

If I cannot install a fresh copy (of 2003) and then import my Outlook 2007
data (can't install Outlook 2007 on my laptop because my Desktop copy is OEM
and I can only initialize it on one machine) I will buy another copy of 2007
or get a Smart Phone so I can access my emails away from the office.

Did you bother to run scanpst.exe, the repair tool on your old data file?
As stated twice in responses to your Q, importing is not the correct method
to connect your old data file.
It would appear you havent created a new Profile with a new data file, or
leastways if you did, you are persisting in trying to connect a corrupt data
file to it.
