How do I install an Export Service for Excel.

Hey everyone, I need help installing an add-on. I have a
user who is exporting/importing data and the error they
receive is "The MS Excel Export Service needs to be
installed.' Where can I find that at? I looked on the
web and on MS Website with no luck. Anyone know!
