How do I install Chinese (simplied and traditional) on a Home XP?

I want to install Chinese on a Home XP window system. If followed all the
steps outlined in the Microsoft Help. The process aborted because it was
looking for the office XP? What should I do? Do I have to spend more money
to upgrade to professional XP?

1. Open Windows XP's Help and Support Center.
2. In the search box type: East Asian , and hit your Enter key.
3. Click on "Install East Asian language files".
