How do I install junk mail update?

I can't install the latest junk mail update(Update for Outlook 2003: Junk
E-mail Filter (KB870765) and have tried all of the suggested methods. Has
anyone else encountered the same error? I keep getting the "Installation
Unsuccessfull" error message.
