How do I install themes in Outlook 2007?

I am wanting to set my email up with a theme.

When I go to Outlook/ Tools/ Options/ Mail Format/ Stationary and Fonts/
Personal Stationary. It tells me that themes are not installed.

How do I install them?

If you bought outlook by itself and not in a bundle, you cant use stationery
(web themes). I finally got a call from MS tech support after weeks of
trying to get an answer on this issue. So if we really really want such a
simple feature, Bill Gates needs a lot more cash to make it happen.
